He's kinda like Transfer the Wolf from the Willy Fog cartoon/anime, isn't he? :P

I've never heard of this anime. I was actually taking direct inspiration from the original Arsène Lupin, which debuted in 1905 by French author, Maurice Leblanc. Two other sources of inspiration were Lupin III by Monkey Punch (obviously), and a hint of Tobey McCallister from "WordGirl".
